The legislative session that ended May 8 was seen as a disappointment by the business community, as lawmakers did little to make the state more affordable for residents and companies.

Lawmakers, for the second time in two years, failed to move forward with legislation allowing association health plans, which would give qualifying chambers of commerce and trade associations the ability to act as one large employer and offer their members self-funded health insurance benefits.

The state’s fully insured small group health insurance market has been in a steady decline for years.

Advocates of association health plans say they would help small businesses gain scale and better spread out risk, creating advantages enjoyed by large corporations, which are traditionally self-insured.

However, some patient advocacy groups worry that such plans would allow employers to offer bare-bones coverage that drives up care costs for individuals.
